That's a title given in game usually for accomplishing a quest that grants one (my character for instance has 'Elite Cascadier' which was the title granted by completing the summer event which has since finished for the year.).

From what I'm aware at the moment there's not a lot of quests that give titles, but a check online should be able to point you in the right direction.
