Stealth Auto Detect spammer Via whisper bot.
When a player sends more then 10 tells to random players of same text or similar text within 20 min this player will be Muted by the server. However they will not know that account has been muted and still see there spam in there window. but the whispers to the player will not be sent.
This would also make them think this account is still good to use to spam on not knowing its been Stealthy Muted.

if 20 different players click report on a user more then 20 times for spamming they will be muted stealthy mode.
Reward system for finding and stopping spammers or gold sellers
if 20 people have clicked to report a gold seller. in order the first player to report will get the biggest chunk of the reward. but only if gold seller fails test
Gold seller will get a pop up test of letters to type in CAPTCHA anti-bot system. if he fails in the next 5 mins he will be muted and reported and reward is given out to the users
Key elements for system to work
Gold seller or spamming player must have chatted 10 total chat text entered in the last 5 mins
Player reporting gold seller or spammer must not have black flag of false reporting on there record with in the last 24h (cant report for 24h)
reporting user who passes test places a black flag on your reporting option for 24h or pay 5000 gils to remove the black flag
reward is up to the dev. to install to the auto reward system

Whisperer Stones
doing Fates will give you Whisperer Stones Based on your lvl. non trade-able currency.
cost 1 whisperer stone to open a whisper to another user for max 10 mins
Cost 2 Whisperer Stones to Yell 1 time
Cost 1 Whisperer Stone to Shout 1 time
Cost 2 Whisperer Stones to Send Mail 1 time
lvl 5-10 fate = 1 whisperer stones Cap 5 Max
lvl 11-20 fate = 3 whisperer stones Cap 15 Max
lvl 21-30 fate = 5 whisperer stones Cap 20 Max
lvl 31-40 fate = 8 whisperer stones Cap 30 Max
lvl 41-50 fate = 12 whisperer stones Cap 50 Max
Friends list = Free to whisper and mail
Linkshell = Free to whisper and mail
Free Company = Free to whisper and mail
lvl 50 on 3 classes Unlocks Unlimited mail Yell shouts and whisper to anyone.
If player is on your friends list or linkshell or even Free Company it cost nothing to whisper with them.
if you reach Cap then you can not gain anymore till you use 1. doing fates can refill your cap to its max
This system will help save bandwidth and will dramatically slow or even stop Gold Sellers from advertising.
Not only. for ligament players they will barely be-able to tell the difference. as long as they play the game like it should be done.

Ok these are some of my ideas on combating gold spammers. however i like the last one the most (Whisperer Stones)

I really don't like the idea of having chat restrictions.. we pay monthly subs so we can play without hassle.
this isn't a f2p mmo, so the devs have no excuse to be lazy and limit players chatting ability's. ):< what needs to happen is there needs to be a GM on at all times so they can take care of the issue when the need arises.

I rarely do FATES so this will prevent me from doing much chatting, however, you're thinking and that counts for something. ^^

this is not really even a chat restriction. if you look at it again. if you play the game like it should be done. you will barely notice in action.

not only that you could invite them to your linkshell or friend list or even Free Company to chat in whisper freely with them.

and when you do open a line of chat it last 10 mins also at your lvl 50. you would have 50 whisperer stones. so really would not be a big deal.

the reason there is a cap is so bots wont try and amass many of them and just spam everyone.

also this system will help to banned a-lot of higher level players that may spam gold sites. its a big win for the devs to banned a lvl 50 gold spammer. kind of wasted there time more then banned 1000s of lvl 1 or 10s

its not a f2p game. but GM cant stop them alone. every game has tryed to stop them. only way is a limited system that barley harms the players

It would be a great idea.. however like I said.. this isn't a f2p mmo..
Bots/rmt are sneaky little shits.. they are hackers, they will do everything in their power to earn money..
If you look at the recent maint.. you will see they did it cause the RMT were hacking the market boards, chat restrictions mean nothing if they are able to get peoples stuff from people using things like the market boards to steal.. I have seen this idea before, and it didn't work. RMT are just game killers.. They don't care that people want to enjoy the game, if they did they would send tells and hack people through weird ass ways.

Just glad SE is stepping up and taking legal action.
Honestly, the only sure fire way to take care of RMT is to have a GM online as much as possible. I'm not saying your idea is a bad one.. but I am saying it's not fair to legit new players, people who are honest. being able to shout is important.. from asking questions to asking for a raise.. having to add people just to talk to them would be annoying too. it's almost as bad as adding the rmt to your blist. )':

but ffxi/xiv has always had a strong community. we work hard with our devs and surely we will come up with a solution together!

I think the following changes would fix most of the gold seller issues.

1. Log all chat for later review by devs (at least the last 24 hours worth). I wouldn't be surprised if they do this now.

2. Limit character deletion. maybe a 24 hour delay before the character is gone, Eve does this. It restricts the gold seller create random char, spam a lot, delete cycle.

3. Once a day, run a server check for all blacklisted characters. If a character has too high a blacklist count, check the logs from #1 for that character. If they sent RMT messages, lock the whole account, contact owner via email to check for hijacked account, delete account if not hijacked.

4. Log all trades and market actions (already there since there is a market log). Scan once a day for large money transfers, either single items > 1M gil or item stacks > 1Mgil/stack. Filter for low value items only (i.e. copper ore, etc) If event looks invalid, lock both accounts involved. After eval and/or a delay for owner contact, delete BOTH accounts.

Since this isn't a F2P game, each account costs money up front to buy and losing the account would hit the gold sellers hardest. A strong zero-tolerance policy would put an end to this.

SE just needs to make getting rid of these people a top priority(as of now it seems very unimportant to SE to rid the game of these scammers)if they had a team to actively dedicate time to peruse and punish them things just may be more secure.but making people grind just to have the ability to chat is bogus

If SE wants to pay me £20k+ a year I'll GM the game, BOOM, instant bans for RMT /shouts and /tells. There's obviously no-one actually in the game moderating is there, otherwise why are the same people in the same locations spamming the chat for days on end?!
