Why does Holy miss so much?

Sorry if this has been brought up before, but a google search and forum search turned up fruitless.

I must be missing something here, at least I hope I am. I was really looking forward to this spell. I've been testing it for over an hour now, and it's missing 60% of the time. The level of the target doesn't seem to matter either, I missed against a level one ladybug twice in five tries.

I like to think I'm very well geared so I really don't think that's the issue.

As of this writing it hasn't updated yet, but I've replaced the head, hands, legs, and feet with AF.

Any help would be greatly appreciated.
