I've never been able to get my skill speed down by more than .06 seconds... is skillspeed at all useful for bard?

It is useful, but far behind any other stat you could get.
I'm regretting that I melded Quickarm materia in my i70 Choker. Should've melded Battledance materia instead so that I can use it on other classes.
And yes, I'm a BRD.
Skill Speed "can" be useful. It's not flat out good, though. It's fine for dungeons, but in longer raid fights, it'll just serve to run your TP dry faster.
Skill speed in and of itself is not a bad thing, but the gains from it are extremely low at present. If the GCD reduction per point of skill speed is a fixed value, this will change as gear improves over the game's lifespan and skill speed could eventually become relatively powerful in situations where TP is not an issue. If you're running out of TP it's not doing much for you either way.

isnt it 10 per 0.01? so you'd need 100 skill speed just to get your skills be 0.1 second faster. If your not hitting your skills the absolute millisecond they come off cooldown, its kind of wasted. And I doubt you will get 100 skill speed unless you go full out skill speed and then you're just sacrificing a lot of other far better stats.
Imo, due to the such tiny increment, both Skill Speed and Spell Speed to me are wholey useless.
Non-macro'd GCD abilities use a queue system, so as long as you're triggering the ability within a half-second of GCD and not trying to stack more off-GCD abilities than you can reasonably fit between moves there's no issue. A better example of losses not caused by TP limitations would be times where you're out of attack range. I expect skill speed to be a fairly poor stat in PvP.
In practical terms it is completely and utterly useless because you can never get enough of it to affect your dps in any meaningful way.
