Why not just make the attacks do a "regimen" "SC" whatever as they go off. But protect against fails by having the combos go off regardless of what else is hit in between? If typing and fighting are a big enough issue that auto-attack is on the table why make it less complicated to fight and type but yet keep the complication of the regimens and the un-thrill of waiting on regimens? Can we really type as we wait on ppl to stack or will that cause more confusion and lag in battle? If 2 moves make a combo and it should set off a debuff on the mob then it will even if someone starts another attack mid combo. No required extra button, no stacking moves, no waiting on lag, no hold-up on attacking regularly, etc. The saved stamina idea, while better than what we have, will still limit any player based on the performance of their party members. I don't want a quarter of our stamina bars held up indefinately as we try to explain these overly complicated SC's to party members and def not on a new mob that would be one of the first to need such a regimen in the first place.

The order of the BR matters as you'll get different status effects as a result. Putting skills in order still matters so timing still matters. Being in BR mode reinforces the need to pay attention and set your commands quickly and in order.

I'm all for the OPs suggestion though. I prefer Battle Regimens over skillchains but I would like them much more if I wasn't locked into the regimen mode, it feels constricting. I love the idea of "reserving" stamina for whatever skill you have for the battle regimen.

To keep an element of difficulty, you could also make sure that when the regimen is fired, that everyone must have "at that time" enough stamina to pull off the skill, if they do not the regimen fails. This would not only make Battle Regimens more easy to use, but would also reinforce the notion that you shouldn't just spam 1 constantly.

Putting commands in quickly isn't "timing per se" at least not as far as I consider it, and for controllers hitting an ability on cue isn't the best idea either. When I mean timing I mean having windows to perform actions so you can plan around it and have it effect your upcomming abilities and such. Personally I like this type of timing more but this just personel opinion.
