It hasn't been proven yet because we don't have enmity values visible to us but it is very likely STR and weapon damage determine flash strength.

uh this is pretty easy to test, take you weapon off and flash a mob then have someone else hit it after and look at the scale of the enmity bar in the part frames if there's a difference with/without a weapon on it should be pretty obvious.
