It hasn't been proven yet because we don't have enmity values visible to us but it is very likely STR and weapon damage determine flash strength.

uh this is pretty easy to test, take you weapon off and flash a mob then have someone else hit it after and look at the scale of the enmity bar in the part frames if there's a difference with/without a weapon on it should be pretty obvious.

Its pretty obvious flash scales with weapon damage or strength or a combination. If it didn't Flash would either be SUPER OPed when you are undergeared, or next to useless when you are geared. You'll notice that it remains consistent with the rest of your enmity generation abilities as you gear up.
Anywho - the only little tip I have over flash spamming with RB combo in between is that you should Shield Lob the crap out of any mob you can hit on the way (excluding the first buzzards and the Pug Pugil right after the first boss, as they may not aggro). Through tab targeting (really just the d-pad on my PS3 : D) I can hit probably 70-80% of the targets with a shield lob (which has a 3x aggro mod) before arriving at my flash spam point. This will give you a lead on those mobs that should help you out. If you have just having one mob get loose, I'd suggest an uncombo'd RoH, or a Provoke/Shield Lob combo if you need to back from range/quickly.

I tank out of Shield Oath quite often on AK non-speed runs and don't see a noticeable difference. BUT, I'm not sure what you mean...even if Flash does get the enmity mod from SO (I think it does, since it mods all enmity generated), it still wouldn't explain the scaling with gear. A level 50 PLD in AF1 with the Stone Vigil sword vs a full Allagan + Relic+1 PLD...You can't look me in the eye and tell me their flashes produce the same amount of enmity...if it were so, the former should do nothing BUT flash, seeing as how a Relic+1 Allagan geared PLD can keep AE aggro from a Relic+1 Allagan geared BLM spamming AEs. That being the case (which it is, for the most part) that would mean that the AF1+Stone Vigil PLD has access to an ability that produces massive amounts of enmity with the same exact MP pool (or very very close) as the +1/Allagan PLD.
I just don't think that's true, as I would have noticed Flash's effectiveness on the enmity gauges decrease as I geared up, and it didn't.
1. Ballad is mandatory for a wpsr or youre going to run out of MP and can't flash.
2. Don't over-flash. If your threat bars are low for everyone, stop flashing and do 1 RB combo to build mp instead.
3. If you run out of MP with ballad and mobs are still alive, then your groups' dps isn't enough to kill the mobs fast enough
1. No its not.1.
2. Flash until you are out of mana.
3.If you run out of MP fast strike / riot blade -> flash.
Do what I just said and you won't lose agro.
As far as what other people are saying. Yes something about flash scales, I am a very well geared paladin, relic plus 1, valor chest 3 allagan pieces. If you want to test it do a speed run using your relic, it should be fairly smooth. Then run a speed run with a lvl 40 weapon. Watch how you won't be able to hold agro.

Hey I'm always wanting to learn more and more. Thanks for sharing that tidbit on flash.
Always looking to meeting new people on Balmung! Send me a /tell in-game!
