I tank out of Shield Oath quite often on AK non-speed runs and don't see a noticeable difference. BUT, I'm not sure what you mean...even if Flash does get the enmity mod from SO (I think it does, since it mods all enmity generated), it still wouldn't explain the scaling with gear. A level 50 PLD in AF1 with the Stone Vigil sword vs a full Allagan + Relic+1 PLD...You can't look me in the eye and tell me their flashes produce the same amount of enmity...if it were so, the former should do nothing BUT flash, seeing as how a Relic+1 Allagan geared PLD can keep AE aggro from a Relic+1 Allagan geared BLM spamming AEs. That being the case (which it is, for the most part) that would mean that the AF1+Stone Vigil PLD has access to an ability that produces massive amounts of enmity with the same exact MP pool (or very very close) as the +1/Allagan PLD.
I just don't think that's true, as I would have noticed Flash's effectiveness on the enmity gauges decrease as I geared up, and it didn't.
There has been theorycrafting done on it. Google it. Flash is affected by not only weapon dmg (as is all our threat) but by str as well. In my current gear I get ~750 enmity per flash on all mobs. You can see exact numbers if you go into turn 4 and flash a soldier since you take dmg equal to the enmity gain

It seems like it has to be based on str/WD as well. The other tank in my coil group does not have +1 and is a bit lower in str (I have str melded rose gold) and he cannot out flash me, period. I take all 6 bugs in phase 1 of t4 and he cannot take them off of me without halone.
With that in mind there HAS to be some sort of enmity scaling based on stat differential.

1. Ballad is mandatory for a wpsr or youre going to run out of MP and can't flash.
2. Don't over-flash. If your threat bars are low for everyone, stop flashing and do 1 RB combo to build mp instead.
3. If you run out of MP with ballad and mobs are still alive, then your groups' dps isn't enough to kill the mobs fast enough
First off Relic makes life east mode. Second make sure you have Fight or Flight up before ever pull. Pop it with Circle of Scorn and then Flash untill you run out of mana. Then tab target Riot Blade combo until you have some man for a Flash and keep Circle of Scorn on cooldown. Hope that helps =D
People who are saying ballad during pulls are doing it wrong.

Also make good use of cover if its 1 DD destroying them. Everyone forgets about cover.

Try foe requiem instead, Faster kills by far, and your WHM should be doing Holy whenever possible, which also does more damage with foe requiem up, and stuns the mobs slowing down damage greatly.
Another thing I see a lot of tanks do wrong is flash every mob. Try to flash only the big groups of mobs on the way to pulls, and by using sprint as early as you can you will easily have enough TP for a shield lob on the stragglers like the single tonberries, instead of having to waste a flash on 1 mob, thereby saving a bunch of mp for when everything is gathered so you can spam for longer before needing riot blade. Having ballad during pulls is why you need ballad during pulls, you wouldnt need it if you had Foe requiem instead and good mp management on the way.
