Download Nvidia Inspector from 3dguru, and limit the frame rate to 60 in it on the general profile.I bought the game 3 days ago and have been having numerous graphics problems including the following: Graphical artifacting, the game freezing and going black for 5-10 seconds and then going back to normal, what seems like character meshes not loading properly (models have lines at the joints; neck, shoulder, down center of body, etc.), terrain flickering. I have tried wiping the display drivers and reinstalling them, cleaning registry, lowering graphics settings (everything from max to lowest; all of which I get good framerates on, between 30 and 90 depending on how busy the area is). I've checked the temperature on my GPU while running, it sits between 65 and 75 C. These issues also happen randomly, sometimes I can play for 8 hours no issue, other times it happens 5-10 minutes after launch.
Usually Artifacting happens when the card is being pushed to or beyond its limit, making it push out what it can not stabaly do, my guess is it trying to push more frames then it is meant to, i would advise you to try this.

another situation is that your cpu may be bottlenecking your gpu.
