    Most Enmity per cooldown

    1. Shield Lob
    2. Non Combo'd RoH
    3. Flash

Which one generates the most per use on a single target?

Shield Lob is a 120 potency hit with a 2x enmity mod. That's 240 enmity potency.
    Non-combo RoH is a 100 potency hit with a 5x enmity mod. That's 500 enmity potency.
Flash deals no damage but someone tested it and it was something like 200-300 enmity potency.

Hmm ok that was my personal experience for ordering as well without testing.

Trying to figure out my rotation to get fast agro in turn 4 in the 5th and 6th turns.

Plus 1 your Curtana sword if you haven't. Helps quite a bit on enmity gaining.

    Offhand, with Shield Oath on...
Fast Blade = 150 (hate potency)
Savage Blade (no combo) = 300
    Shield Lob = 360
    Flash = ~427
    RoH (no combo) = 500
    Savage Blade (Combo) = 600
    RoH (Combo) = 1300

The answer is irrelevant in this context. You should have a Combo'd RoH ready to go for each phase transition (and preferably CoS and Spirit's as well).

If you say so mr i know everything.

In a perfect world yes I would always have a combo'd ROH ready but if not I wanted to know my best options.

Mmm... a combo'd RoH is not... ALWAYS... the best option... As I have learned myself.

The problem is that RoH takes ~1.5 seconds to actually land and apply hate. Plus you need to use 2 gcd's to prime it, and hope the combo does not "expire" before you have the opportunity to land it.
It is easier, and often more reliable to instead spam Fast Blade on that last mob at low health before the transition, so you can open with a combo'd Savage Blade, which is 2nd only to a combo'd RoH, but lands almost immediately... Plus it leads into RoH, and is sooooo much easier to keep primed.

Your assumptions are wrong. The best agro skills are comboed skills. You know when the phase change is about to happen so fast blade spam then use savage/rage on the adds that spawn. For the first transition, you can either flash them both or savage one then spirits -> halone the other. Every other transition uses the same technique or simple flash spam. Adds always spawn in the same spots every time so if you memorize it, it becomes simple.

Failing all that, fight or flight + shield lob will do the trick. If the add has been around for a while, provoke it first. If you have agro on a mob, don't chase it when it does the "I'm going to hit the last person I had agro on once then come back to you" dance.
