PC Quest Sark Malark Revenant's Toll Story Quest - PC

I click to speak to Sark Malark but it does not open the quest dialogue to accept the quest. I'm not sure what the quest is called as it won't bring up that screen.

EDIT: I'm not the only one having this issue 3 other people as well at the time I was there
