I think it's ridiculous because it turns out it's better to just use swiftcast once a minute.

A level 26 cross-class ability is better than the one you get for your job. Smooth, Square.

I was unaware that you can only use Swiftcast OR PoM, not both. Swiftcast is great for Holy, Raise, Medica 2, Limit Break, and casting on the move. PoM is good for any situation where you A) can stand still, and B) need more throughput.

I'd love a shorter CD on it, but it's one of the best throughput abilities we have for both damage and healing, so I can see why they might not want to. It REALLY sucks to pop it and then move though, as the duration is pretty short.
