Dressed for Conquest Main Scenario Quest BUG

I am leveling my second character and I have done all the story line quests and am the appropriate level to acquire the quest Dressed for Conquest yet I cannot talk to the NPC at all. When I click on him, nothing happens even though there is a quest icon over his head tell me to go there next. Any suggestions? I have reclogged, rebooted, zoned, died, went to a dungeon.... nothing has worked. I have /imperialsaluted him, searched the internet for information regarding a similar problem someone else has had, nothing. I am currently talking to another player in game that is experiencing the same issue.

I ad the same problem as well i also relog, reboot, zoned....saluted him...nothing happens, it just wont let me move on.
