Blacksmith level 50 "Waiting in Winglets" issue

So I finally get my BSM to level 50 only to encounter a bug in the last class quest. Fulfilled all of the quest requirements up to meeting the "client" only to arrive at coordinates indicated on map (Limsa Lominsa, Upper deck, X11 Y11) and there is no one there.

I've logged in and out a few times, abandoned and restarted quest, even tried different times of day but nothing changes; NPC does not appear at designated coordinates. I have reported the bug and waiting back on fix (hopefully). Anyone else encounter this?
