I am also with BT and yes, BT have connection issues with the forums (and the game I expect too). It's actually BT's US peer:
I have two ISPs, BT and Virgin and simply re-setting my network adapter to use my VM connection is all I needed to do to connect to these forums, and yesterday when it happened re-connect to the game; I'm not at home ATM to try it.

I don't know for a fact, but it's a good guess that the BT hop 10 and VM hop 7 are their East Coast peers, which clearly connect to the same West Coast one for the trans-Pacific hop.
