You need Chinchilla Leather to craft this (one star recipe, Leatherworker lv50 recipes page) which you get from treasure hunting chests. There's also a lower level (craft level) Highland Set which requires Blue Fox leather. Can be HQed (which is kinda silly considering these are all Lv1 gear with only ice resistance stat).
