Main Story Line Quest Broken.

Main story line quest unresponsive and broken
Thread Title:
My main storyline quest is unresponsive or broken. I am at the part of my story line titled "Skeleton in Her Closet" and I have to report to Ursandel post Haukke Manor but the NPC in unresponsive and I cant trigger/complete the quest.

None but the problem is with Ursandel

Steps:
Was in the Duty "Haukke Manor" for the first time since i just unlocked it for my storyline quest. I completed it and the story cutscene never triggered which I assume is why I am in some sort of quest limbo after beating Haukke Manor but before watching the cutscene with the black masked men. The quest says speak to Ursandel in Old Gridania for "Skeleton in Her Closet" yet he is unresponsive.

Okay now, it has been near a month and a half since the incident has occurred. In my recent forum post it was said that it is under investigation yet I have yet to hear of any updates on the matter. I have transferred servers, re-run the dungeons multiple times, submitted in game tickets. On going issue and ive seen many reports of people having similar issues.
