FFXIV is the only game that tries to blow off my GTX460 SE

Open your FFXIV config utility, hit the system information button, then copy to clipboard. There's some extra information in there that may be useful.

The fact of the matter is that FFXIV shouldn't stress any card this much.. but it does. So if you can fix the issue by replacing the cooler and getting more case ventilation, that will work...

I've open a ticket with them, if they are understanding of my concerns, EVGA is gonna send me another one for free, i'll have news of this before the weekend, i put my air conditioner just beside the pc so the cold can flow inside the case, one of the case side is open and there is no improvement even after putting some arctic silver on the gpu... I hope everything is gonna be ok on their side and i'll get a new card a.s.a.p.

Good luck with the swap, does sound like it is a defect somewhere with the card.
