The reason was both memory and display resolution. Both are shortcomings of the PS3 platform. (PS3 runs the game in 720p.)
You do realize that there is a min specifications for pc too? This was intended for both PC with low specs and PS3... That way they can have a bigger player base... with a good looking game and still with old PCs / PS3
