It depends on your idea of game limitation.

Will it effect how much content we will get? Also PCs that are lower spec are also limiting the game. Where is your thread for them?

Low end pc's dont really matter, its still a pc. ALl they have to do is adjust their settings to run the game smoother

What do you think they did for the PS3?

SE1 "Well guys the PS3 can't run at max PC settings... Now what?"

SE2 "Lets set it up so the PC can't run at high settings because why not."

SE1 "Perfect lets do that even though it makes no sense."

The game still has to be made to run on the lower spec. To be able to turn it down. Which is basically what happens with the PS3 client.
