Packet Loss In Game

Seems like I have a continuous issue with packet loss when playing this game. It only occurs when ingame, though it tends to creep up slightly in the initial character pick screen.

Run a ping test now every time for the past month, only when it finally loads my character does it really start up. What is weird is when I do an alt+tab back to windows, it stops, but as soon as I get back in the game it starts up again. I really have no clue what it is.

I have tried everything thing with my ISP to checking my connection settings, physical connections, new cable modem, direct ethernet instead of wireless and this EXACT same issues presents itself everytime.

Today has been particularly worse than most days and its at a point were this (out of all things) is going to determine whether I stay subscribed or not. I need some help with this SE, advice or anything, thanks.
