Character Transfer Question

I have the basic account that only lets you make one character per world. Originally, I was going to take the character which I've poured hours into on Sargatanas and move him over to Ultros since I actually have active friends there (all my home friends convinced me to start on Sarg then bailed instantly). And then I learned about the silly legacy rule and can't, but at least have another character that I could transfer. Now I have my lvl 30 Gladiator/Miner/Armorer who's just going to have to sit there.

In light of not wanting to wait for the legacy rule to change, I'm going to move my Midgardsormr character over to Ultros. However, I had someone else on Ultros which I deleted maybe 30 minutes ago. The game will not allow a transfer until the account recognizes the deletion of that character (or so it seems, anyway). How long will that take?
