For single target use Flash so you're not capped on MP, for multiple use Flash 3/4 times if your DPS are focusing and the entire time if they are AoEing.

There's zero reason to use Flash on a single target unless you want the blind. Being capped on MP is meaningless, and Flash is less threat than RoH combo.
