2.1 has kinda become the 'should have been in at release' patch so I strongly doubt any new classes/jobs will be coming in that one.

2.2, however, is going to focus on Shiva and the Gigas which makes it likely to also contain the other regions of Coerthas... if they plan to up the cap by 5-10 levels so soon after release they'd have to do it alongside new regions and 2.2 would be a prime candidate for that imo.
