Compared to the amounts we had pre-subfee, it has dropped quite sharply. FC that were boasting hundreds and hundreds of members have whittled down to mid to low 50s at max for ones still playing, unless they aren't cleaning their rosters. Suppose its not really as much of transfers or new players we would need, as the smaller FC out there working together to form larger ones. A FC of 2-3 members, unless its for personal use, wouldn't be able to recruit easily, and would never really grow. Instead, why not combine said smaller companies with ones that are struggling to get members as it is? Creates more uniformity for the entire server, and makes it easier to refill lost ranks due to players ending their free month.
Although you make a valid point for merging small FC's to replenish members I only see problems with that in then end. FC's were designed to let people work together as a group and bond friendships. The problem with FC's are the become more of a social Linkshell than a actual functioning company. Hell even the ones that are created just for END GAME Content end up being just a social hang out. Example :
