Not sure how you expect your members to stay or be what you expect them to be.

Apart from the fact that i would never accept a random FC invite without even someone talking to me is even less likely.

That's like leaving your house door open and allowing anyone off the street to just walk into your place. Of course you will get a few decent people but those will be 1 in 1000 since decent people don't just walk into someone else's property, see where this is going?

Anyhow just my opinion.

You're just as bad as the people in WoW who stalk newbie areas and throw invites over and over and over to stroke your FC e-peen quota even though people decline and ask you to stop.

I do find Random Tells to be harassment, ESPECIALLY since Gold spammers do it as well.
