The reason FATEs are so popular is in fact because of the limited quest system, dungeons require a 30 min. average wait time for DPS, and that doesn't guarantee you'll beat said dungeon, someone could leave, etc...

Also, because levequests offer a TINY amount of exp the allowances received are normally reserved for crafting classes, where the exp gain is much higher.

This is a matter of efficiency, most players will take the quickest path to the top, its common sense, if SE wants to stop FATE grinding they will add more ways to level, reduce exp gained from FATEs and increase what can be gained from dungeons.

FATEs imo are reserved for your second battle class mostly, if SE wants to stop people from using it to level their 1st class they will take steps to do so I am sure.
