    Increase Frame Rate

It seems that no matter how many setting I change, the frame rate never goes above 30

    Always between 25 -15 and occasionally 27.

Despite being a computer science major, my knowledge of this stuff is kine of poor. Anyway here's my my graphics card information.

AMD Radeon HD 7470 Series. Does anyone have any suggestions. I currently have my graphics set too standard Desktop, and playing on a server with a different time zone then be but is located in the US.

Also, please don't mind my bad spelling. I'm have a learning difficulty in language, and normally struggle with spelling in forums.

Did you check your graphics settings? There is a setting in there to hardcap your FPS at 30. You can choose other options such as 60 FPS hardcap, and no FPS cap.

ATI 7470 is likely a large part of your problem. That is likely an entry level/budget grade card. The second digit is usually an indicator of how many rendering units and such are on the card--more or less lower numbers have fewer pipelines for performing tasks, and higher numbers have more. A 7800 series card may be able to perform 2x the number of tasks as a 7400 series per clock cycle, even though they are essentially the same cards, just more ROP's and such are there to get more processing done per pass. You likely have good memory architecture though, indicated by the third digit (probably have the GDDR5 memory in the 70 series, while the 50 might have GDDR3). So, your data transfer rate may be good...but your card may be struggling to perform all the tasks you are requesting of it, so may need to reduce/disable some of the "eye candy" type elements in the default profile.

Start by making sure the settings in your graphics card are set to application control where that is an option--just in case you have something overriding options set in XIV. May want to opt for options more towards the performance end of the choices on the others (or just go with performance)--many may be set to quality or balanced by default. Then, change to the standard laptop profile, disable cascading shadows, hide all shadows (self, others, etc.), and disable glare points. This will knock out a nice chunk of processing overhead and may give you a nice boost to FPS without too much impact on quality.

You can try a little fine tuning by lowering/disabling some other things like grass and such to get a little back as well (some settings may not affect all areas, so may have to revisit them from time to time). I'd caution against lowering the resolution of shadows though--512 tends to create a bad shimmer effect on some of the shadows you can't disable, even with strong softening enabled it was a bit too distracting to me. Anisotropic/Trilinear filtering can be tweaked too to see if you get any boosts. May only be a max of 1 or 2 FPS on average though, so you may be making that call based more on any perceived difference in quality.

It may not look quite as pretty after all that, but if you get more acceptable frame rates after trimming it down like that you can go back and try moving things to higher quality one at a time if you miss the better textures and such to see just how much it impacts performance to determine if it's worth the trade off.
