FATE parties aren't really a necessity until Coerthas and beyond, due to the 15 minute NMs getting zerged and dying within 20 seconds. If you're not in a group you won't get a worthwhile amount of contribution.

I leveled my Arcanist/Summoner from 15-40 completely solo while queuing for dungeons in between FATEs and got by alright. When I moved to Northern Thanalan it became clear you weren't going to maximize your XP potential without getting into a FATE group.

You bring up a good point about more DPS joining the queue, but more tanks and healers will as well. Obviously I can't track things like SE does, but it's hard to say whether the amount of tanks/healers joining the queue will offset the amount of DPS that are as well. The only dungeon I've had any luck getting a quick queue as a DPS for was Brayflox, and I think that's mostly because people were joining them to farm the level 30 armor sets. Every other instance has been a ghost town and takes anywhere between 30 mins to an hour, or more, to get into a group.
