Even during fights I never pull or have agro points build up.
I always start with Divine Seal + Regen (after the pull) because that is a very potent heal that lasts long enough for me get off 4 or 5 Stone II's or couple of Holy's and help with dps. Then I reapply a regular regen and throw a couple of cure's and apply some DoTs while I wait for DS to cooldown.

That aside, I am unsure if its even intended to have happened that way the OP stated. Bug? Because as he said it is a passive non-targetted self buff. I haven't ever noticed this however. Maybe its different for this boss? The entire Coils? Idk.
