This could be solved by having the 15% cure bonus as a static buff when defiance is on. As a warrior I almost never use IB because I know the healers are spamming and I don't want to waste their heals and loose my stacks. Only time I ever use it is if they are occupied with adds or if they're dead. "Working as intended..?" Hardly...
