Nope, old MMOs and new appear at E3, it's just how much booth space they get. In the case it's a money thing.
In ff14's case, since they're getting no money, and completely dead in the water, E3 PR is exceptionally cheap way to reboot the title.
IF FF14 gets pass over in E3, they would have to spend exponentially more PR money afterwards, which any producer is bound to want to go for the easy way (especially when it means that he won't get his project shut down, because it's dead in the water +1)
It's about press coverage basically. There's going to be more then enough mics and reporters around. Given how FF14 is dubbed "worse game of 2010" They need a serious rebuttal to show or...they better start hiding. Negative news about FF14 is just as fun for reporters.
