Chocobokeep at Whitebrim Front on Balmung is not responding

I have been unable to get a response from the Chocobokeep NPC in Whitebrim Front within Coerthas Central Highlands (x12 y17) on Balmung world to give an answer. When I attempt to talk to it, my cross hotbar briefly dims, and then comes right back to full bright as though the conversation is over. This means I can not get this location set up as a destination from another Chocobokeep in the area (Dragonhead) that can have this location as a destination.

The normal Quest marker still appears above the NPC which is normal for a Chocobokeep that you have not previously visited.

I have tried to talk to this NPC on both PS3 and PC versions with the same result.

Can anyone else confirm similar results from this particular NPC on Balmung or any other world?
