Can't complete quest: In for Garuda Awakening

Wednesday October 30th 2013 is when I discovered that this quest was bugged for me but I had obtained this quest a few days earlier.

Steps:
After completing The Bowl of Embers (Hard Mode), I proceeded to The Waking Sands to speak to Papalymo about unlocking The Howling Eye (Hard Mode). I was able to obtain the quest, In for Garuda Awakening. I completed the step that instructed me to speak me Vorsaile Heuloix at the Adders' Nest a few days later as I wanted to take my time with the quest.

Yesterday, at the urging of a friend, I decided to complete the quest to unlock The Howling Eye (Hard Mode). The next step was for me to Attune at the Natalan Aetheryte. Upon attuning to it, I received the quest completion confirmation pop up box plus a notification that I had unlocked The Howling Eye (Hard Mode). However, when I went to search for the dungeon under my Duty Finder, I could not find it. I then realized that the quest, In for Garuda Awakening was still under my quest list to the right side of my screen. I attempted to attune again 4-5 more times, all to no avail.

I logged in and out to see if that would help but it did not either. I also restarted my client in hopes that would fix the problem. However, it did not. My friends have tried to bring me into The Howling Eye via their duty finders but it will not let them register me for the Duty. I have also attempted to abandon the quest but there is no abandon quest button under the quest details. I am now at a loss as to what I can do to fix this problem myself.

My relic quest is now stuck at Garuda and I am hopeful of a quick resolution. Should you require screenshots of proof that I cannot complete the quest, I will be happy to provide them.
