You missed the point. They were talking about a rough estimate for dodging Titan's skills.
I'm pretty sure there is nothing in the game that gives a 'dodge rate'. Sounds a lot like a WoW-like request.... But of course we were both there to see the shout right? Besides, if everyone could quantify their dodge rate, they wouldn't be stuck on Titan, I'm sure.
