unable to target enemies when NPCs and Pets around

Time: everytime play with NPCs and Pets around
Frequency:always (from level 1 all way up to level 50 any fate or instance)
World name:hyperion
Character name:raven hawk
NPC name:all NPCs in Fates and instances, including pets
Monster name:all monters and bosses
Class/Level:ARC (but also happen every warrior and mage I've leveled (all except gladiator is only one haven't leveled yet)
Party or solo:both

I don't know how much clearer I can get it happened on main and alt char for all jobs I've leveled (Gladiator only one haven't leveled yet). I only have enemies and arguing enemies selected in targeting, which one would assume that when I press X button to target enemy it should NOT target NPCs and pets in area before enemy. I've enable all filters for targeting to only target enemies and arguing enemies and it still will select NPC or Pet first if they are in area. For all those that will say you can tab to next target, but when there are large amount of NPCs and pets in area you have to toggle through every one of them and by time target enemy its already dead. I'm getting tired of getting less NO XP in fates because I can't target enemy because toggling through NPCs and Pets to get to enemy.

*** You have targeting and filters available so fix them so when I select enemy that's the only thing that will be selected!!!!!
