We'll see the legacy versus non-legacy thing be non-existant next tier imo. It was more than just loot lockouts. It was also the ability to obtain crafted gear either from a there aren't the crafters to do this or a gil issue from where I'm assuming BG and other legacy guilds were sitting on enough gil to buy things like vanya's and the likewise for their members.
At the same time though, legacy vs. non-legacy is a moot point when it was definitely possible for NL to catch up with how long it took for a Turn 5 clear mixed with the 2 weeks or raid lockouts lost.

Honestly, I wouldn't want to be able to raid all of a patch's new content on PTR then breeze through live encounters, but maybe just letting us fully test the first boss of any new content would be a good idea. With the rushed release, it's hard to tell exactly what kind of QA resources they have, but the more the better.

I'd honestly like to see the game evolve into an Ulduar HM style of raiding where there is an easy way to kill an encounter and then a harder way that is much more difficult but drops gear that is maybe half a tier above the ilvl of the normal kills drop.
If blizzard was actually good at balancing their game PTR would be used more for balancing classes, testing dps checks, and in SE's case (testing how latency affects certain mechanics due to their positional update on their servers). Even if SE only let us test early bosses it'd given them a good metric for where to set gear checks at from a DD standpoint.
The Uld HM mechanics would allow for them to spread out progression more so that we don't have literally everyone working on the same boss as well. Seems odd that almost every guild in the world is working on twintania.

Yeah, I think that's a far more organic way of handling "hard" modes than trying to redesign encounters fully in parallel.
I'd say most of us that raided in WotLK loved Ulduar. I mean hell some of my favorite memories were the first time killing Algalon, or the Thorim dps check, or hell even the first time you killed XT's heart. Although, I could do without ever hearing XT's voice ever again.
Or even the amusement of watching PuGs wipe on Firefighter even during ICC
