    If my custom filter is set only to NPCs/Objects,

    Why am I still able to target everything else with the x button on the PS3 controller? Is that supposed to happen? If so, is there any way to only be capable of targeting what my filters are set up for?

    Yes that is how it works. The filters change what you target by pushing left/right on the D-pad.
