Listen:
Smart but people of other cultures have different perspectives apparently. The only benefit to Duty Finder it where noobs can make a match-make in cross-server heaven. No amount of tweaking, tightening of the screws or adding plate-amor counter-measures is going to change human nature to be jerks in a MMO.
In addition a solution:
As a community, you can either deal with it or do the 'ol fashion way of doing raids- build your own party and hopefully (and damnit SE, you better listen) give LS/FC parties a bonus over DF-made parties. Cross-server match-making seems great on paper but people you don't give a crap about and never going to see again shouldn't influence a MVP system that's going to live to be forgotten.
Before Duty Finder was put to the test, when it was announced I thought, "My, we can set up our own party by advertising on a billboard like classifieds! How cool! We can see the party-make, how many are there, the level, all the needy info before joining!" Like picking a mission and checking the squad but nooooooo! They when ahead of us and did their own thing, with systems. SE, you build too many systems that try to think for us when we should be the ones thinking.
Duty Finder reform:
It's what it is and (hopefully) will be, a well made distant memory.
