So.. few things to input.
1. penalize for looking for in progress (and only in progress runs) will just reduce the number who look for in progress making it suck when your the one inside and cant find a tank/healer/dps to finish the run, which is bad.
2. most people only search for in progress runs once every 30sec to few min, most do not spam the queue declining ever 3seconds as the OP is qq about. Tip, if your doing something else and you keep getting a pop, you can just ignore it for 10sec as those spamming it will remove very quick and just keep on gathering until you have a legit tank/healer/dps join the queue who does not back out instantly.
3. With the exception of CM/Prat, you only get the tomes for the bosses you kill, so the cheating the system argument is a bunch of crap. the final bosses are only difficult enough to award the myth people are looking for, and thats how its designed, so not much else you can do about it. Change so some on each boss, becomes fastest to farm 1st boss and everyone bails after first boss.
4. remove the progress bar on the notification when joining will just lead to people joining and seeing if its far enough and if its not they leave; again only hurting the people inside the dung more. Their is a good reason for no penalty when you join an in progress run, many of times the reason the in progress happens in the first place is there are 1 or 2 VERY bad players that shouldn't be in the run to begin with and refuse to leave so the good play stops wasting their own time. When you join this to help them finish and see its never going to happen because they are that bad (or party does not fill up) you can leave without a further penalty wasting more of your time. Penalize people for trying to help those who cant be helped and giving up on a lost cause will just make it harder to get people to join in progress.
The only thing that I can see that fixes issues and does not screw over those needing the in progress joins is an option that's join only in progress run, but do the devs really need to make such a change? I say no as it is not that common from my experience or anyone I know in game that the thing the OP talks about happens. Maybe one friend has had this happen for more than like 30sec since start of game, so unless it becomes much more widespread of a problem, I think people need to stop QQ about minor things.
