    A full page talking about penalizing. Why not just give the system more flexibility - make it so that you can click to only join groups in progress. Problem solved.

    Because a 2/3 dungeon isn't the same as a 0/3 or 1/3. People will still join/drop from the queue to try to get a 2/3 for a fast clear.
