If it was up to me, I'd do the same thing some of these fighting games do and change their names to red if they kept doing this so when they joined static groups or even randoms in DF, others would know to stay away from him. If that person clear X number of legitimate runs, he can get the original color back for his name.

Lineage 2 had a really great karma system like this. If you were a "bad" person who ran around PKing innocent people (people who didnt fight back) your name would turn red, and the more you continued this behavior the darker red your name got. Eventually you couldn't enter cities without guards murdering you on sight. On the other side, if you were a helpful player, people could +1 you, and the more of these you got, the brighter blue your name got. Everyone else's name is normally white.
