BLM Flare is the highest potency in the game, and astral fire 3 boosts it by 80% I believe, so it has the highest potential for damage period.
After that, I believe the hardest hitting immediate potency comes from Dragoon's Vorpal Thrust combo and then Marauder's Butcher Block combo.
