From what I understand the revamp was just some fanboy with an elaborate suggestion that Yoshi rolled his eyes at.
And to expand on T1 vs T2:
-Even though T1 is more dps by itself than T2 by itself, it's not the only spell you are casting. The extra potency, tick, and proc chance of T2 over T1 is about the same dps as your rotation as a whole, which is what matters.
-The extra 1/4 GCD cast time means an extra half second you can hold off for that MP tick to skip B1.

I've got a new job but i'll see what I can do. I'd imagine that there won't be much that changes until 2.5 when there is crafted i110 jewellery or 2.51 with the next relic upgrade. Although need to look at the piety stuff when i get a chance.
Also, you said "though it looks like they're planning on revamping black mage.". Where have they said this? (I've not really kept up to date)

There was a slide that was shown during fanfest (I think during the Yoshi's room part?) that had a lot of BLM changes. These were translated and spread all over the place so everybody assumed it was announced changes.
It wasn't though, it was another developers ideas on things Yoshi and the devs could do to make BLM better but they weren't practical changes and Yoshi didn't seem interested in them at all.
The only impractical part was that they required a weapon change, they could implement them with a simple stance like pld/mnk/nin.
The basic idea was rotating what the spells did: ice acts like fire, fire acts like thunder, thunder acts like ice. Then a third mode where they shifted the other direction. It was a means to bring elemental resistances back into the game without making BLM worthless in some fights, and overpowered in others.
I really won't be happy if they completely change (which is kinda what rework is hinted at). Oh, a fuck SE and their loot drops. Another week with no loot. Only thing actual armour drop i've got is the belt.
