Does the queue system base on how long you wait and the longer your wait the more priority you get?
Lately I seem to get people join withdrawn join withdrawn constantly.
Is there a time after certain amount you should withdrawn and requeue?

Like any queue, it's a number system. By the time your number is called, sometimes the people that were ahead of you that were due to be queued with left the queue and that's why you see that message. Leaving and re-queuing is just going to put you at the back of the line again.
Queue system first come first serve?
That is typically how a queue works, yes.
I guess no one does low level dungeon anymore. Wait an hour each time.

Unfortunately, it's not unusual for me to queue (as a healer) for more than 30 minutes. I'd actually say it's more often than not. I just switch classes and do something else while I queue.
Well the 2 dungeons in your level range, Sunken Temple of Qarn (level 32 - 35) and Cutter's Cry (level 35 - 38), can be annoying to do with the duty finder because they require a decent team. I did most dungeons 3 or 4 times. I only did Qarn and Cutter's once or twice because bad groups mean you are going to fail and you don't get much XP or loot for that. That's probably why queues are long for you right now. As a healer, an hour wait time seems long for any dungeon. Just keep going though. Once you get to 50, there are a lot of players running the level 50 dungeons and you should have lower wait times.
Here's a tip: Find a tank to queue up with and you should join anything in under 10 minutes. I'm a tank and the queues are usually just a matter of seconds for everything.
I waited for over an hour for a party to run Brayflax's Longstop last night. Although that probably has something to do with the fact that I am a DPS role... T_T
