The workaround for the character creation cap has been to mass create characters prior to the actual use of them. For a few days, I would see the gil spammers popping up about 6-8 per second, then logging off and 6-8 more another second or 2 later. So essentially, they already have a huge bank of characters waiting to be burned. Not to mention that they can still create one every 24 hours.

Solution: Make it so you cannot create more than 1 character every 24 hours. Nobody needs to create more than 1 character per day.
I don't see any links to goldceo's website. Thanks for not helping to solve the problem, though.
The limits don't go far enough. Eight new characters every 24 hours times however many accounts they have is ridiculous. The limit should be one or two per week.
Limit character creation to once every 12 hours.
Limit ability to send tells to level 10+.
Make blacklisting a character blacklist that entire account.
Add easily toggle-able option to hide tells from players not on Friends List/Free Company/Linkshells.
Add right-click reporting, have report tied to account rather than character.
Automatically remove deleted characters from players' blacklist.

I think the idea of restricting tell until lvl 10 is brilliant. It seems like simplest and cleanest solution for all players.

I actually disagree with the character creation restrictions. I know we can preview different settings/lightnings when we create them but they still look different (esp skin tones) when you actually log in and see their animations. I can understand people wanting to delete their lala to redo it as a hyur, for example. Especially as a new player.
I'd limit tells to level 5 maybe, I wasn't even level 10 my first day playing, but was in contact with friends. I had a nice chat with a newbie level 1 about the game over the weekend in Uldah, and gave him new player info and tips (inventory sorting etc) and made a new friend. This wouldn't have happened with the chat restrictions.
I just don't think new players should have to be restricted so much due to the atrocity that is RMT.
I agree with the other items in your list.
RMT is so out of control in this game though they really should have roaming GMs at this point. That'd be the fastest most effective way to suspend an account for investigation ♥
Tell should be limited to level 10 only to strangers/those not in your LS/FC/Friend List
If say I have a new friend who's gonna login and I want to help them level. In order for us to find each other first we need to usually use tell to send them a hello and explain a few things.
If I can't do this that would be very difficult to get them up to speed.

I think they are also harvesting data from the lodestone itself. i had removed /shout chat entirely a few days after launch cause it was so bad, a few days ago i turned it off. It has gotten a whole lot better than it was. I was in Ul Dah even and didnt see any spam for a whole 15 min, then there was a flood of the smae thing changing the las three random letters, then it was gone again.
These things take time. As frustrating as it is for players, SE has to deal with gill sellers AND players complaining. I know its difficult but try to be patient.
Beauty Salon is coming with 2.1, making a majority of this a non-issue. I'm not sure about the ability to change skin tone being included, however.
Also, you could have simply added that level 1 player to a party to show him/her the ropes (it probably would have been more helpful for them to follow you for certain things anyway).
