What about everyone else?

Have they pulled in any staff to speed up the process? I know, mythical man-hour and all that, but isn't this one of the reasons WHY they're using Crystal Tools? Shouldn't they be able to pull people off other projects to help get this back on track?

That's the problem of perception right now. Yes, they've said things are wrong, but they don't act like it's all that important.

This is where one of the sympathizers comes in and tells me "Of course it's important, they're not charging anything for the game so they're losing money!". Just don't bother. It's an investment in a revenue generation system - if it costs more upfront to make sure it pays off, then it's not a loss of money.
However, current revenue streams need to be maintained. SE can afford to retool FFXIV precisely because they have teams working elsewhere to generate revenue.
More programmers does not necessarily make things go faster. The managers have assigned the team they believe can get the job done and established the relative importance of their various projects. As far as your statement goes about the "they don't act like it's all that important"... I don't think that's an accurate assessment. The amount of communication we are receiving gives me the opposite impression.
