Haha. You know... A circus would really fit into Ul'dah (in my worthless opinion). It's a city for it.
With the different layers of population and the bored rich folks (same that visit the Colloseum, the prostitute dancer and the Parade from the opening).
And yes, of course it would work without one and there's no essential need for it.
But aren't especially the things that you don't expect or additionally get to see the little things
that make the watermelon even sweeter? (^-^)
