Unable to update NA/EU servers

Area and coordinates: N/A
Steps:
1. Attempt to login to game, proceed finely until character selection screen.
2. NA/EU servers are not available, showing me with message "Unable to update NA/EU character list."
3. Attempted to exit, restart client, restart PC; same issue, cannot see NA/EU servers.
4. Attempted on different laptop - same result.

Same problem here. Been trying for an hour already to login without sucess, by reloading the game over and over.
