Lancer cannot roll Need on chest item Eternal Shade

How is this "working as intended"?

The item can be used by LNC, LNC has the action Keen Flurry that increases own Parry.

Given Skarthe's reply in the above thread that Parry means tank item, then since Lancer has a parry action Lancer must be suitable for at least off-tank duties, particularly since shares a lot of gear with GLA/PLD MRD/WAR as Skarthe points out, right?

Not being able to roll need means the other party members in the pick up group can roll greed or a GLA/PLD MRD/WAR who already has or outclasses the item could roll need again, resulting in the chances of my LNC character getting this clear and significant improvement gear item quite terrible.

Can I expect this same problem when I unlock DRG?

Also, I hate this bug forum because there's no method for discussion or clarification, everything gets locked once reviewed. Does this behavior mean there is a more suitable subforum for this? If so, I would be ever so grateful if this could be moved to the correct subforum.
