Early in a craft you just want successful touches to boost your control via Inner Quiet before using Great Strides once or twice.

A rotation I use for the 40 Durability crafts when I don't want to take extra steps using Hasty Touch is:

Comfort Zone (if you have it) > IQ > SH II > WN.

Basic Touch 3 times while SH and WN are active (using Tricks of the Trade where possible). Should put you at 25 Durability. I wouldn't bother using ST on Good condition here unless you're certain it'll get you 100% quality.

From there, GS > SH > ST (downgrade if CP is tight). GS again, and then spend the rest of your CP fishing for Good/Excellent before finishing with your best touch. Depending on your CP/TotT procs you may only have enough for an Observe or two. If you have more, you could instead refresh Steady Hand/Great Strides before using Observe to get an extra step or two of fishing for a condition proc.
